BACKGROUND:
Baylor College of Medicine Children's Foundation - Uganda (Baylor -Uganda)
headquartered at Mulago hospital is a comprehensive HIV care and treatment
organization that supports the treatment and care of HIV infected and affected
Chidren and Adults. Baylor - Uganda has four operational areas; HlV/AIDS care
treatment and prevention services, maternal child health services. Heatth
Professional training and Oinical Research.
Based at the Head Office but spending 50% of the time in the regions
Role definition: To develop and monitor the implementation of systems. p06cies and
procedures for aligning the adninistra1ion function to the directora1e mission
and monitor the perlormance of the admnistration department in line with Baylor
Uganda's mission
Key Result Areas:
1.Initiate develop and monitor the implementation of policies and s1andard
operating guideooes for general administration. Fleet.,stock & Asset
management. stores management and procurement in line with Saylor Uganda's
mission.
2.Monitor the compliance of the Administration teams in all regions to HR
systems and policies as well as conduct supervisory HR support activities to
main1ain a competent & motivated Unit Leaders under the Department of
Admnistration in line with the Human resources manual.
3.Periodically carry out Beet management auditing to review the reliability
and integrity of the availed information & activities and make appropriate
recommendations to curb the risks & strengthen the related controls in line
with the Baylor Uganda's fleet management policy.
4.Develop service contracts/agreements for
outsourced services and regulatty monitor the performance of service
providers to ensure that the contracts are respected in line with procurement
policy and guidelines of Baylor Uganda and PPDA act.
5.Develop and monitor the impJementa~ion of the departmental ..... orit
plans & budget Wl line with the financial guidelines and Organisation's
mission.
6.Periodically cerry out Stores and assets auditing to review the
reiability and integrity of stock and assets management information &
aclivities aod make appropriate recommendations to curb the risks &
strengthen the related con1rols in line with the Baylor Uganda's mission.
7.Develop a system for monitoring the imporbtion.. verification and quality
issues relating to drugs and medical equipment in line with National Drug Authority.
8.Develop an departmental 'operation strategy based on holistic strategic
thinking' and monitor its implementation through quarterly SSC in line with
Baylor Uganda. strategic plan and various policies in administration department
9.Develop and monitor the implementation of a business continuity plan in
line with Baylor Uganda mandate
10.Prepare a consolidated monthly and quarterly departmental performance
reports as per the sa Departmental Balance Scorecard in line with the
directorate mission
Qualifications & Job specifications:
The job holder should have:
1. Master's Oegree Wl Business
Administration plus professional qualifications in managementor Logistics
Management. Procurement or Accounting.
Any legal related qualification or back ground (atmost a diploma in law)
will be an added advantage
2. The candidate must have at least six (6) years working experience with
three (3) years experience at senior management level in a reputable
organization in a reputable Non Government Organisation
3. 35-45 years of age.
4. Have Key personal oompetences in
Team and communication skills, analytical skills. networking and partnership
skills. Must be dynamic. Persuasive & convincing. selfmotivated and able to
demonstrate high initiative.
