Brief Project Description:
The UNHCR Sub-Office Dadaab, Kenya
operation, provides assistance to some 450,000 refugees currently residing in
the Dadaab refugee camps (Dagahaley, Hagadera, Ifo, Ifo2 and Kambioos). Shelter
Construction projects are on-going and new shelter models have been developed
and assessed and proposed to be implemented in the year 2014 in all Dadaab
refugee camps. In addition to that, physical planning activities, demarcation
of new plots and upgrading of roads in the camps are planned exercises for
2014.

Refugees (UNHCR)
9. Organizational Context: UNHCR is a humanitarian agency mandated to
provide international protection to refugees and to seek durable solutions to
their problems. Kenya is the largest Mandate Refugee operation in the region
and in Africa and is also one of the most important ones world-wide. While 96%
of the Dadaab refugee population comprises Somali nationals who are recognized
by way of a prima facie group determination, UNHCR Sub-Office Dadaab applies
individual refugee status determination procedures for asylum seekers hailing
from, inter alia, Ethiopia, South Sudan, and Congo (DRC).
Designing and supervision of various construction projects in the field is
the functional responsibility of the Technical Unit which closely liaises with
the field, programme, admin/logistics, supply and transport units in its
operations.

11. Description of tasks:
Under the direct supervision of the Head of technical unit the UN Volunteer
will undertake the following tasks:
Duties and Responsibilities
1. Design, develop engineer’s cost estimate, prepare tender document
package as well ensure cost-effectiveness and technologically sound design. In
case of direct implementation, design and supervise construction activities
undertaken by the office.
2. To assist in provision of technical guidance and supervision in compound
maintenance and site construction activities. This includes making
recommendations on the procurement of the required building materials,
equipment and tools to ensure timely implementation.
3. To assist in provision of technical guidance and supervision taking into
account technical standards (UNHCR/Sphere/National) and UNHCR’s protection
mandate and policy priorities, such as the environment, women and children,
groups with specific needs etc;
4. To assist the Office in the areas of compound maintenance, buildings,
alterations and, to provide regular technical report to the supervisor and to
other colleagues as appropriate.
5. The incumbent will work under the direct supervision of the head of
technical unit Dadaab.
Furthermore, UN Volunteer is encouraged to:
· Strengthen their knowledge and understanding of the concept of
volunteerism by reading relevant UNV and external publications and take active
part in UNV activities (for instance in events that mark IVD);
· Be acquainted with and build on traditional and/or local forms of
volunteerism in the host country;
· Reflect on the type and quality of voluntary action that they are
undertaking, including participation in ongoing reflection activities;
· Contribute articles/write-ups on field experiences and submit them for UNV
publications/websites, newsletters, press releases, etc.;
· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
· Promote or advise local groups in the use of online volunteering, or
encourage relevant local individuals and organizations to use the UNV Online
Volunteering service whenever technically possible.
12. Results/Expected Output:
· Assist in conducting the Comprehensive Shelter Needs Assessments in the
field in a timely manner and in accordance with instructions from supervisor.
· A final statement of achievements towards volunteerism for development
during the assignment, such as reporting on the number of volunteers mobilized,
activities participated in and capacities developed.
13. Qualifications/Requirements:
Completion of Secondary School with post-secondary
certificates/diploma/training in Civil Engineering/ Structural/ Architectural
Engineering/land surveying with additional training/ experience in rural
development and physical planning
Proficient in basic computer software’s, including engineering (CAD),
ARCGis and site planning design tools.
Minimum 3 years of previous relevant job experience working with an
international organization.
Ability to communicate well in English and prepare technical reports;
Ability to work in a team under intense emergency condition while
respecting the cultural diversity
Competencies:
· Fluency in English and Kiswahili. Knowledge of an additional UN language
is an advantage.
14. Living Conditions:
The incumbent should be prepared to work in an isolated and difficult
physical and social environment. Dadaab is a non-family, hardship duty station
situated in a Level 4 security zone in the North Eastern Province of Kenya.
15. Conditions of Service
A 6 months contract; monthly volunteer living allowance (VLA) intended to
cover housing, basic needs and utilities, equivalent to Kes. 73,346.00/a month;
settling-in-grant (if applicable); life, health, and permanent disability
insurance; return airfares (if applicable); resettlement allowance for
satisfactory service of Kes. 73,346.00 prorated by the number of months served
for each year of satisfactory service.
